The Gateway Mall Master Plan, unveiled in October, 2007 and formally adopted by the City of St. Louis in July, 2009, provides the impetus and framework for an ambitious and far-reaching effort to reconstruct, restore, enhance and beautify the Gateway Mall. The Gateway Mall is a 22-acre park that spans 1.2 miles east to west in the middle of downtown St. Louis.
The new design calls for dramatically changing the existing disjointed collection of green spaces and roadways to create a cohesive, environmentally friendly green space in the heart of downtown. The Plan provides for a range of spaces offering informal and formal activities.
Funding and constructing the Master Plan recommendations—implementing the ideas—will be the true measure of the Plan’s success. Key to implementation will be the establishment of a governance structure that provides both public oversight and private stewardship and fundraising.
As envisioned in the Master Plan, governance will consist of two bodies—the Gateway Mall Conservancy, to govern the overall planning, funding and execution efforts of the Mall Master Plan, and the Gateway Mall Advisory Board, which will serve as a review body for the City of St. Louis to ensure that implementation of the projects within the Mall are consistent with the Master Plan as adopted by the City Planning Commission.
The Gateway Mall Master Plan provides the City of St. Louis with a comprehensive vision for transforming downtown’s central park into an outstanding open space that defines the heart and soul of St. Louis. Building on this long range vision, the plan creates an overall design framework to guide future individual proposals within the Mall, directing implementation and long term management.
Cities across the United States and around the world are increasingly investing in their public realm. These substantial efforts focus on beautifying and improving the functionality of streets and open spaces. When successfully realized, these projects can become more than the sum of their parts and result in an improved public realm, a cornerstone for true city building, attracting increased amounts of people and investment.
Downtown St. Louis’ reinvestment in its public realm is underway, and great strides have been made. The 1999 Downtown Plan identified the Gateway Mall, the Riverfront, and the Gateway Arch Connector as three crucial open space elements vital to the revitalization of downtown, and a key piece of this puzzle — the Gateway Mall—is now being addressed in the realization of this Master Plan.
The Master Plan strives to attract visitors and energy from River to Arch to Mall to reinvent this underused green space. The Plan outlines a roadmap to remedy the challenges facing the Mall and to build upon the areas of opportunity that already exist. The Mall will play an active role in the daily life of the City and the Region, comprising varied landscapes, programming and permanent venues to attract and amaze. The Mall will reflect that which is uniquely and authentically St. Louis. It will cater to residents of Downtown, the larger City, and the Region. It will be economically and environmentally sustainable. It will be flexible, and will be able to host a wide range of events and activities. The Mall will display excellence in design, programming and management.
It will include a series of structures, ranging from service-providing kiosks to architecturally-significant amphitheaters. It will display a wealth of world-class art, impressive gardens and recreational opportunities. Water will play a large role throughout the Mall, in reflecting pools, interactive fountains, and channels.
The Mall’s vitality will be enhanced by activating its bordering buildings, revising vehicular circulation around the Mall and making strong connections to the larger area. Its success requires collaboration and commitment.
The Mall will be unified with the introduction of a linear Hallway running its entire length. This strong treed promenade will be punctuated with seating areas, signage, follies and attractive street furniture, providing a visual and physical cohesiveness to the Mall. The Hallway will knit together a series of unique Rooms, or distinct places throughout the Mall.
Each of these linked parks within a park will respond directly to their adjacent uses and be recognizable in their own right, playing a different yet contributing role to the larger Mall. These Rooms are individually described overleaf.
More detailed design strategies which promote sustainable elements in the design and management of the Mall are outlined in the Plan. Lighting the Mall through a range of illumination methods will result in a safe, welcoming environment, both aesthetic and utilitarian. A consistent and distinct graphic design vocabulary will contribute to a strong identity of place.
The Gateway Mall Conservancy, incorporated in the State of Missouri and currently applying for its not-for-profit status from the Internal Revenue Service, is established to restore, manage, enhance and preserve the Gateway Mall.
The Gateway Mall will be managed by a public/private partnership with the City of St. Louis. The Gateway Mall Conservancy will provide executive, civic, and fundraising energy and leadership. The Board of Directors will be made up of a balanced mix of business, civic, individual, philanthropic, and public members. The initial makeup of the Board will consist of a minimum of nine directors. These directors will determine the process for identifying additional members.
The Conservancy’s responsibilities will include prioritizing projects within the Gateway Mall, developing and implementing design standards and consistency, creating a management strategy, developing new sources of consistent revenue and building on existing ones, developing and implementing a unified management structure to coordinate all maintenance and operations, ensuring consistent, high quality, maintenance standards and service delivery, developing a park-wide special events policy that balances protection of the park with demand for events, and instilling a long-term sense of ownership and stewardship among the park’s stakeholders and users.
Projects identified and funded through the Gateway Mall Conservancy will be reviewed by the Gateway Mall Advisory Board to ensure adherence to the vision set forth in the Gateway Mall Master Plan.
The Gateway Mall Advisory Board, a group of stakeholders appointed by the Mayor of the City of St. Louis and advising the Director of Parks, Recreation and Forestry, is responsible for monitoring the implementation of the Gateway Mall Master Plan and providing ongoing community input about the Gateway Mall. Its composition and responsibilities are outlined in Ordinance #68407(http://previous.slpl.org/cco/ords/data/ord8407.htm) passed by the City of St. Louis on July 3, 2009.
Its role is to oversee and review compliance with the Plan and provide review of proposed modifications to the Plan. Members of the Board constitute a part of the public review process for Mall projects and have the authority to conduct a public review of any proposed expansion, modification, replacement, relocation, adaptive re-use, or removal of existing buildings, roads, parking lots, paths, recreation areas or natural areas.
The Board is charged with keeping the public informed and advised of matters relating to the Plan. It is not authorized to amend or change the Plan, but may recommend changes for consideration by the Planning & Urban Design Commission. The Board will have no responsibility for fundraising, but its input regarding plan modifications will be sought.
